The Washington State Association of Permit Technicians began in November of 1995 when a group of people interested in forming an association in support of city and county staff from building, planning, and engineering departments, commonly referred to as “the front counter staff”, joined together. An interim board of executive officers was formed and work began on our bylaws.

Over the next few years, our association took form and became an official International Conference of Building Officials (ICBO) Chapter in January 1999. WSAPT, formerly known as APT, was the first and only Association of Permit Technicians for quite some time. When the three main national building code organizations combined in the late 1990s, the WSAPT membership elected to transfer the organization to the new organization, the International Code Council (ICC), becoming an ICC Chapter.


One of the main goals of WSAPT’s first years was to help establish a permit technician certification process. In September of 1998, the Certified Permit Technician designation was created through ICC and members began achieving this certification. WSAPT encourages its members to become certified through the educational opportunities we provide.

Structure & Membership

WSAPT membership is composed of people currently working for a municipality or in related industries. The elected governing board consists of a President, Past President, Vice President, Recorder, Treasurer and 2 Members at Large. Each of these executive board members is a liaison to various committees, including Chapter Affairs, Code Development, Communications, Conference Planning, and Membership Support.
