Keynote PanelistsBarb MockBarb Mock served as the Director of Snohomish County Planning and Development Services from 2016 until her retirement in the spring of 2021. She worked for the County for 44 years in various roles including receptionist, permit technician, land development specialist, planner, senior planner and subdivision team leader before becoming a Business Process and Technology and GIS Manager. She also served as the Manager for Long Range Planning before being appointed Director. A powerful voice for customer service and regional collaboration, Barb brought customers and staff to the table and inspired teamwork and dedication to improving services. As a retiree, she has enjoyed traveling, hiking, biking and golfing. She relocated to Lacey, Washington in the fall of 2023 to a 55+ community where she is closer to her children and four grandchildren and is enjoying learning new things like Yoga and Mahjong. Now retired from the City of Richland, Washington, Cindi remains actively involved in the industry through her role as a Board Member of PermitTechNation (PTN), where she is both a Founding Member and Past President. She is also a Charter and Honorary Member—and Past President—of the Washington State Association of Permit Technicians (WSAPT). ![]() Serena Locke, CPTWith over 8.5 years of experience as a Building Permit Technician with Jackson County, Oregon, I am passionate about the vital role that a well-educated and informed Permit Technician plays in the success of any department. As a Certified Permit Technician and current President of both PermitTechNation and the Oregon Permit Technicians Association, I advocate for the continuous development of professional knowledge and expertise within the field, recognizing that an educated Permit Tech is the most valuable asset to any organization. ![]() April Shrader, CPT and CPSApril Shrader began her career as a Permit Technician in August 2002 and earned an ICC Permit Tech Certification in June 2003. April has been involved with WSAPT in some capacity since 2004 and served as President from 2017-2018. Her public service journey includes 8 years with the City of DuPont, 10 years with the City of Auburn, and, since 2020, with the City of Pacific – starting just before COVID changed the world. Most recently, she became a certified Permit Specialist in April 2024. ![]() Lauren Hines, CPTLauren Hines started working for the City of Algona as their Customer Service Clerk in 1992. She wore many hats and never thought it would end up permanent, although she worked at Algona for almost 14 years! In 2006, she became a Permit Technician for the City of Bonney Lake. In 2017, Lauren became Permit Coordinator with the City of Lakewood and is now the Permit Center Supervisor overseeing 3 technicians. With more than 33 years of experience, Lauren brings a wealth of knowledge to the field of permitting. ![]() Nettie Wagner, CPTNettie Wagner recently retired from the City of Ocean Shores, where she served as the Permit Office Manager. Over her 28-year career with the city, Nettie played an instrumental role in shaping one of the most active permitting offices in Grays Harbor County. She began her journey as a Public Works Clerk, advancing to Certified Permit Technician and ultimately managed the Permit Office with dedication and expertise. A long-time member of WSAPT, Nettie has been involved with the organization for 27 years. She was Co-Chair of the Administration Committee for 8 -10 total years. She served as WSAPT’s first Vice President from 2007 to 2010 and was honored as Member of the year in 2015 – a testament to her leadership and commitment to the permitting profession. His leadership extends nationally as a past president of ICC Region II, where he contributed to regional and national code development initiatives.
